Added downstream pipeline configuration
Why is this change being made?
This MR adds downstream pipelines for the handbook and internal-handbook. These downstream pipelines are needed because yaml issues with data files in this project can cause build failures in the handbook projects. See gitlab-com/content-sites/handbook#241 (closed). These downstream pipelines will catch those failures in MRs to this project, and prevent build failures in the handbook projects.
