Reword the Patch Release cadence to comply with August 2024 dates

We have discussed the topic in Slack - (copy of Slack conversation). The current process is not efficient, this MR makes the description of X more clear, and helps move Y forward.
Due to the schedule of August 2024, the notion of the 2nd and 4th week of the month is not always applicable for the Patch Release cadence
The new wording is more exact and accounts for use cases like this: the Wednesday before and after the monthly release.
