Why is this change being made?

The Gitaly team is made up of two separate teams. Up until now, it's worked out okay to have a single direction page, but as we continue developing investment themes, it's becoming clear that we need separate direction pages which clearly articulate where each team is heading, and how they both are contributing to the broader GitLab portfolio.
