Updates TW team member name

The merge request updates the stages.yml file. Specifically, it corrects a typo in the name of one of the technical writers.

Why is this change being made?

In the TW assignments to DevOps Stages and Groups table, Marcin is listed as the TW writer for the Plan:Knowledge group. However, the Technical Writing row is missing in the Plan:Knowledge group product category table.

This MR fixes the missing Technical Writer row for the Plan:Knowledge group.
