Update country hiring guidelines link

When you select a country where we're not hiring, you get the following message:

Unfortunately GitLab is not hiring in your selected country at this time. Please read our hiring handbook for more details.

That link takes you to a section in the handbook that only contains a redirection to a new page:

Please go to country hiring guidelines for more information.

This MR updates the link in the calculator to the proper URL.
