Add more countries to Safeguard handbook

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge safeguard into master
  • Split countries employed directly via Safeguard and those by a local partner.
  • Add specific info about submitting expenses in WorkFor.
