Adds SMAU definition to handbook page and link to periscope on direction

Per https://gitlab.com/gitlab-org/telemetry/issues/109, this adds the SMAU definition from https://gitlab.com/gitlab-org/telemetry/issues/48 to the Plan team's handbook page and adds a link to the Periscope dashboard on the Plan direction page.

This also removes a bit of duplicate content on the Plan direction page and fixes an incorrect link.
