WIP: Preliminary list of tools we use

This MR adds a simplified list of the tools we use and how to the Create:Source Code BE handbook page.

🤔 Depending on how it evolves, it should maybe exist on the Engineering handbook page, which has a lot of this information but not on a surface-level.

This MR is to solve 2 problems:

  1. It is hard for newer engineers to thoroughly investigate issues because they are not aware of these tools
  2. The dev section wants to keep a closer eye on our performance, but do not yet understand how or where to begin

Please recommend additional tools and give better examples of when to use them
