Update release list page with 8.10 and 8.11

I've also

  • added instructions on the readme file on how to generate this list (because I had to search it myself)
  • reordered the Readme file a bit so the section about Production build is listed at the bottom and not in the middle of the content
  • changed hierarchy of some H3 to become H4.
