Fix the "least privilege" link URL under "System Administrator" on the "Security Enclave" page.

This fixes the "least privilege" link URL at https://about.gitlab.com/handbook/engineering/security/planning/security-enclave/#system-administrator.

  • It fixes the fragment identifier.
  • It makes the URL root-relative.
