Initial advanced topics skeleton and Geo checklist

I'm not 100% sure on the titles but happy to get it merged if someone with merge rights on master agrees with them.

Currently I am thinking

  • Novice => Actively learning this topic
  • Specialist => Has completed a learning path to specialize in the topic. We could also call this Intermediate but it would read awkwardly as CI Intermediate
  • Expert => The only way to get here is through Experience

The word Specialist could also mean that this is the main thing you are working on here at GitLab, which is what I assume when I see it next to Developers names. But I think it could co-exist, because for the purpose of people searching the team page to find the right person to help them, it should work either way.

I also considered something like Expert wannabe or Expert-in-training because that would allow people to find the novice by doing a CMD+f for lfs expert. But I really can't come up with an intermediate title in this case. And it might look a bit weird to the public.
