Add Resource abuse on GitLab.com to Support Knowledge Base

This is so that others can learn from the mistakes I made here gitlab-com/infrastructure#302

And so that I can have a checklist and not make them again.

Please read carefully as someone who gets this enforced on them will likely read this with a very critical eye to see if they were handled according to our process.
