Turbos please help with Tier 2
My educated assumption: Most of the time we will be asking for Turbo help, would be because of the state of our Tier 2 queue.
Here is the problem I am trying to solve with this MR: When we say "We need help with tickets, we can't handle them all!", a Turbo might start at Tier 1 and help us knock the Tier 1 queue from a high number down to 0, and then go back to their regular work because they made a HUGE dent in all these tickets we said we needed help with. At this point, our Junior and Mid SE's have a nice clear Tier 1 queue, but still struggle to help our Seniors make a dent in the Tier 2 queue.
