Update Gitlab_com false

Why is this change being made?

Changing the GitLab_com to false as this feature only available for administrators.
Given how we use the .com flag, this does not qualify as "available on .com". Since it is at the instance level, no .com users can actually interact with or configure this project. It's similar to other instance-level functions that we document as not available on .com (because only GitLab administrators have access to them).
