Update section strategy template

Why is this change being made?

At the Product Leadership Offsite, when reviewing the strategy direction pages, we noticed that it would be better to put the 1-year plan before the 3-year strategy, and to limit the themes to within the 1-year plan. Also, to add an explicit part of the 1-year plan to include what we are not doing. This MR changes the template to reflect that.
