Resolve "Create bug yml template for release post"

Why is this change being made?

In milestone 12.8 we started using bugs.yml in the release posts to capture a list of notable bugs that were resolved during the milestone. However, we never added a template to other samples, such as primary.yml. This MR adds a template based on what we used in milestone 12.8.
