Delay pipeline changes from Friday until following Monday

Why is this change being made?

Suggesting that pipeline changes completed on Friday be held off to merge until the following week to ensure multi-modal communication.

I found myself unsure if I should add gitlab-org/gitlab!27611 (merged) to Engineering Week in Review since it was merged in the AM AMER timezone and may not have been read by APAC and EMEA in Engineering Week in Review.

The intent is that this is not a rule but a preference/suggestion.
