Rename "Upgrade barometer" to be on par with the minor releases naming

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge rename-upgrade-barometer into master

Why is this change being made?

We have received feedback in our 12.10 release post comments that users miss the Upgrade Barometer section: https://about.gitlab.com/releases/2020/04/22/gitlab-12-10-released/#comment-4887862027. It is particularly noticeable as it is present in patch releases, but not minor/major releases.

At a minimum, we should unify the names between our patch and other releases:

  • Patch releases: Upgrade Barometer
  • Minor/Major releases: Important notes on upgrading
