Resolve "Compare dev counts in section dashboard vs dev dashboard"

Why is this change being made?

• Gitlab team member profiles
• analytics.engineering_development_team_members is created using script and this is the output

Some Development team members are not being counted in analytics.engineering_development_team_members because of missing Development Department in team.yml file
