Clarify language about Compa Group review timing

Why is this change being made?

A recent email conversation with @brittanyr revealed that the handbook was incorrect in regard to the timing of Compa Group reviews. Previously the handbook said that Compa Group reviews "should be done at least once per year". This replaces that suggestion with a statement that Compa Group reviews are only performed during the annual compensation review.
