Remove upgrade template from release post script

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge release-post-script-upgrade-template-no-more into master

Why is this change being made?

We don't need to create the upgrade notes as part of the release post MR anymore, because PMs are going to create individual MRs when they have upgrade notes.
