Add note about emergency shut down of Packagecloud

This MR adds a note to the community advocacy page on what to do if there is a report of a malicious or compromised package on our package repository. Because this would be a very urgent situation, the ability to shut down the package server immediately needs to be given to those who are likely first to find out about it from a community report.
