Handbook: Fix Consortium URLs in TE section pointing to OSS program now

Why is this change being made?

This suggestion was to remove the duplicated outdated content which lead to 2 404's in the TE handbook page pointing to the non-existing consortiums page.

Recommendation for future MRs targeting our technical evangelism handbook:

  • Use the review app to verify possible affected URLs.
  • Ask a TE team member to review the change.

IIRC we don't have active 404 monitoring on about.gitlab.com and need to take care during MR reviews.
