Taking off the speciality link definition from JF

Catarina Ferreira requested to merge patch-19826112268859329 into master

Why is this change being made?

I took of the speciality link off as it re-directs to the main hiring page probably because the /handbook/hiring/#definitions page was moved or re-named. I tried to search for where this page was moved but I couldn't find it. I also checked and there are a few other job families that have this link so opening this as a WIP to be sure on how to proceed before making other changes.

@Ahoffbauer will tag you since you have been move involved in Job families iterations so maybe you can help me out here.

Also tagging the Tech Recruiting Team for visibility: @epetreska @rdouglas-gitlab @togor @lmcnally1 @cwalsh11 @RDemmer @mallen001 @crollison
