Filter out "unfiltered" blog articles in the index featured section, per issue 6714

Why is this change being made?

Will address and resolve #6714 (closed). Filters out "unfiltered" posts from the featured_blog_articles array. Also:

  • fixes spelling error and formatting in a comment line
  • fixes code formatting spacing in a line nearby
