Add criteria for SAL months under management

Why is this change being made?

The addition of a requirement of at least 36 months of SAL management for Sales mgmt club qualification. (1 year of managing a SAL = 12 SAL mgmt months).

This replaces the previous 3+ average monthly direct reports requirement.
