Fix release post item draft username resolver

James Ramsay (ex-GitLab) requested to merge release-post-item-reporter-resolver into master

Why is this change being made?

Groups name with multiple words could not have their group found due to the mismatch between label name and stages.yml key. This has now been fixed.

Additionally, the assigned group may not be in the same stage as the issue relates to, which previously caused the search to fail. Group search is no longer constrained by stage to prevent this.
