Fix release post item interim role handling

James Ramsay (ex-GitLab) requested to merge release-post-item-interim-roles into master

Why is this change being made?

The '(Interim)' suffix in stages.yml would prevent a valid reporter being set, and result in invalid branch name being used. Username resolution now handles interim roles, and gracefully handles failure by assigning 'gitlab_bot' as the reporter.
