Release post item improvements

James Ramsay (ex-GitLab) requested to merge release-post-item-description-fallback into master

Why is this change being made?

The description placeholder would fail to be set if a description could not be found on the issue.

Deprecations and removals should be an array of hashes.

Stage, group and category fields must match those defined in stages.yml and categories.yml. Instead of relying on string manipulation, lookup directly from the data files.
