Release post automation improvements

Why is this change being made?

Relates to: Product#1392 (closed)

Based on feedback on the release post item automation script:

  • YAML styling: try to prevent chomping indicators |-
  • Title merge requests with Draft: prefix
  • Apple the release post item::TYPE label to the merge request
  • Add the @engineers to the merge request description
