Add chart for total registered users

Why is this change being made?

This MR adds a chart with the total number of registered users sending usage ping to: https://about.gitlab.com/is-it-any-good/#gitlab-is-the-most-used-devops-tool

The goal is to be as transparent as possible as we announce how many users we have and to continue to iterate towards a better/more accurate number.
