Release post 13.3 fixes

Achilleas Pipinellis - OOO until November 25th (parental leave) requested to merge fixes-for-release-post-13-3 into master

Why is this change being made?

  • Correctly spell GitLab, there were a few cases where the L was not capitalized.
  • Link to Omnibus docs instead of issues as discussed in #8806 (closed).
