Improve the phrase about our GraphQL preference

Why is this change being made?

In !56454 (merged) the phrase "GraphQL first" was changed to "preferrable GraphQL" on the Engineering handbook page. That has a misspelling and is not aligned with the previous phrase, so it could be difficult to find in a handbook search. This changes that phrase to "GraphQL preferred", which fixes the mis-spelling and better aligns with the previous phrase of "GraphQL first".
