Reinstate Plan monthly estimation rotation

Why is this change being made?

In https://gitlab.com/gitlab-org/plan/-/issues/148 and ensuing discussion we talked about having our team processes match the handbook more closely.

This reinstates a monthly rotation for team members to estimate work for the upcoming milestone.
