Add note about application limits to handbook
Why is this change being made?
The Package group recently introduced new limits to the size of files that may be uploaded to GitLab. However, the limits were updated without considering if the changes would impact our existing customers. It ended up causing a production incident and some negative customer sentiment.
Since we already have a process for MVC and new configuration reviews, this MR adds a note about application limits and considers adding them to our monthly issue.
