Resolve "Update health status of Development KPIs beginning of Sept"

Why is this change being made?

At the beginning of each month, we want to update the health status of our Development Department KPIs to stay current.

In August, we performed less efficiently in regards to our Development Handbook Update Frequency, Review to Merge Time, and Development Department Narrow MR Rate metrics.

PTO Data shows that there were more team members in the Development Department who took PTO and overall PTO days increased between July and August. Additionally, we had a company Friends & Family day on August 14th.
