Move architecture blueprints from handbook to epics

Why is this change being made?

During one of our Architecture Kickoff WG meeting we concluded that we want to move all the architecture blueprint we have from the Handbook to epics. We will keep a reference to epics in the Handbook.

This merge request also updates Architecture Workflow to reflect this change there.
