Add handbook page about Release Tools
Why is this change being made?
While Release Tools has some documentation in a doc/ directory in its repository, much of that hasn't been updated in years. This documentation is also not easy to find unless you already know it exists.
The page about Release Tools in the handbook is a first step towards centralising knowledge/information about Release Tools, in such a way that everybody at GitLab can find it.
