Why is this change being made?

Following the 13.4 release post, the team captured ideas for improving the release post MR template. The discussions can be found in the retro issue. This MR addresses and consolidates the changes.

    • If the DRI for the page/s being updated isn’t immediately clear, then assign it to your manager.
