Add Kyle and Zeff as backup DRI for Testing Internal Stakeholder meeting

Why is this change being made?

Per discussions in https://gitlab.com/gitlab-org/quality/team-tasks/-/issues/662#note_415107761, I am adding @kwiebers and @zeffmorgan as additional DRIs for the Testing Group's Internal Stakeholder meeting (Ops section stakeholder review).
