Verify:Testing trial follow-up process

Why is this change being made?

Verify:Testing is trialling a new process wherein we use the ~follow-up label to track issues that were created mid-milestone as follow-ups for an issue that was scheduled for the milestone.

We hope that this will allow us to analyze the issues we completed in a milestone more easily once the milestone is complete. image
