TW: roll back heading to avoid broken anchors

Why is this change being made?

We have the heading #assignments-to-development-guidelines cross-referenced (linked) from everywhere. Adding the API guidelines (7c62593b) shouldn't break all the links we have to Dev Guidelines. So I'm rolling back the heading and adding API guidelines as a separate section. :)
