Update the MR workflow docs for the new Reviewers feature

Why is this change being made?

The new Reviewers feature provides a section in the sidebar on Merge Requests to identify Reviewers separately from Assignees. This has the potential to simplify our MR workflow and better reflect the roles of those involved in each MR.

Note that this change is "coming in 13.5" so we won't want to merge this until the feature is confirmed to be available on all projects in GitLab.com.
