Add Turo Soisenniemi as contributor for 13.5 (matrix builds)

Why is this change being made?

The feature was introduced in gitlab-org/gitlab!42170 (merged) and should be honoured in the release blog post. This follows the change in !62888 (merged) - assigning @dhershkovitch and @thaoyeager :)
