Change Unfiltered blog post date and Twitter text

Why is this change being made?

Originally introduced in !62895 (merged) we noticed too late that we had not bumped the post date so it was sorted into the September posts.

I just recreated the file under a new name with today as the date.

I also changed the Twitter text since the % was confusing the share link.
