Release post entry generator fixes

Why is this change being made?

Resolves issues reported in gitlab-org/gitlab#250030 (closed)

  • stop including an image placeholder unconditionally
  • handle multiple pm/pmm/em stable counterparts in stages.yml by selecting the first one if multiple are configured
  • fix incorrect use of iid when relabelling epics
