Use lowest tier label for release post entry

Why is this change being made?

Fixes issue reported in gitlab-org/gitlab#250030 (closed)

If multiple tier labels are applied, previously the highest tier would be used when drafting the release post item. Now the lowest tier is used to prefill the available_in field.
