Add image resize tips with ImageMagick and link in the blog handbook

Why is this change being made?

While writing a blog post in !66940 (comment 444354720), I figured that we don't need UHD resolutions and went into my terminal, using the convert CLI command to resize the image. Since this can be handy for everyone, I have added it to our handbook. While editing the blog handbook, I have found some missing/wrong anchors and fixed them here as well. Made them single commits for cherry-picks when needed.
