Update i18n direction - critical fixes only

Haris Delalić requested to merge hdelalic-master-patch-60004 into master

Given the recent change to the Manage:Import group (going from 3 to 2 BE), the group will be focusing only on the (high-priority) Importers category in order to deliver high-impact features, such as the GitLab Group Migration and scaling up the GitHub Importer.

This means that the low-priority categories Templates and Internationalization will only receive fixes for critical bugs and security issues. This update reflects that change in focus.
