Align People Experience to the overall People Operations org structure

Why is this change being made?

Alongside the following MR's: !66980 (merged) and !66742 (merged), this MR is the 3rd step to ensure we complete full alignment to succession planning and the org structure of the overall People Operations Team.

@brufener can you review and see if there are adjustments you can make to align this to the Job family template? . This MR is a little time-sensitive, as it is part of the other two and getting those merged asap. Once reviewed, please assign back to me, so I can proceed to next approvals.
